AI-generated code should be reviewed by a human who owns the area it touches, under the same rules as any other change. CODEOWNERS plus a required code owner review makes that automatic: the pull request cannot merge until someone responsible for those files approves it.
Definition: CODEOWNERS
CODEOWNERS is a file that names the people or teams responsible for parts of a repository. GitHub requests review from owners when a pull request changes their files. If you turn on "Require review from Code Owners" in a branch protection rule, a pull request touching owned files needs approval from an owner before it can merge. If a line lists several owners, approval from any one of them satisfies it.
Why AI output needs this more, not less
Generated changes are fluent, which makes them easy to skim. Reviewers also feel less ownership of code nobody on the team wrote. Naming owners restores accountability: someone specific is on the hook for the auth module, the payment path or the deployment config.
Setting it up
- Create the file in
.github/, the root ordocs/. It must exist on the pull request's base branch. - Map sensitive paths first: authentication, authorization, crypto, infrastructure as code, CI workflows, dependency manifests.
- Use teams rather than individuals, and make sure team owners have write access, which GitHub requires.
- Enable required code owner review in branch protection or a ruleset.
- Protect the CODEOWNERS file itself by assigning it to a repository owner.
/.github/CODEOWNERS @org/security
/src/auth/ @org/security @org/platform
/infra/ @org/platform
package.json @org/platform
When several patterns match a file, the last matching pattern wins, so put general rules first.
Reviewer rules for AI output
| Rule | Reason |
|---|---|
| The author must be able to explain every line | Prevents pasted code nobody understands |
| Authorship does not skip review | The same bar for all changes |
| Sensitive paths need an owner, not any approver | Right expertise |
| Dependency changes get a separate look | Assistants can add packages |
| Tests must fail without the change | Generated tests can pass trivially |
Try it yourself
Click through it at your own pace, or open it full screen.
Watch how a gate blocks a pull request until its checks pass, then think about where an owner approval would sit beside them.
Quick check
Do draft pull requests request owner review?
GitHub does not request code owner review on drafts until they are marked ready for review.
Can admins bypass required reviews?
Check your branch protection or ruleset settings for who can bypass, and restrict it to a small named group.
Safeguard can run dependency and SBOM checks as gates on pull requests, and offers a free scan at gold.safeguard.sh/scan.
