AppSec testing finds weaknesses: SAST, DAST, dependency scans and reviews produce findings. Vulnerability management is the ongoing process that collects those findings, removes duplicates, ranks them, assigns owners, tracks fixes and reports progress. Testing is an input, management is the workflow around it.
Definitions
Testing answers: what is wrong? It is performed by tools and people at points in the pipeline.
Vulnerability management answers: what do we do about it, in what order, and are we done? It covers inventory, prioritization, ownership, deadlines, exceptions and reporting.
How they connect
| Step | Testing | Management |
|---|---|---|
| Discover assets | Sometimes | Yes |
| Detect flaws | Yes | Collects from many sources |
| Remove duplicates | No | Yes |
| Rank by risk | Basic severity | Context, exposure, exploit data |
| Assign an owner | No | Yes |
| Track to closure | No | Yes |
| Accept risk with a reason | No | Yes |
| Report to leadership and auditors | Limited | Yes |
What goes wrong without management
Three scanners produce three lists. The same library flaw appears in each, with different severity labels. Nobody owns it, and the ticket sits. Meanwhile testing keeps adding new rows. The backlog grows and trust in the tools shrinks.
What goes wrong without testing
The process is clean but blind. You manage the issues you happen to know about.
Building the loop
- Keep one inventory of applications and owners.
- Feed every scanner into a single list with a stable identifier per issue.
- Rank with context: is it reachable, is it exposed to the internet, is there a known exploit, how sensitive is the data.
- Set response targets per tier and track them.
- Allow exceptions, with expiry dates.
- Review trends monthly: new, fixed and aging counts.
Common mistakes
Buying more testing tools without a place to manage results is the classic mistake. Before adding a scanner, ask where its findings will land, who will triage them and how fast. Another mistake is measuring only counts. A falling total can hide aging high severity items. Track time open by severity as well, and report exceptions that are about to expire. Those two numbers show whether the process is working, not just whether the tools are busy.

Quick check
Can a scanner be a vulnerability management system?
Some include workflow features. The test is whether it merges sources, assigns owners and tracks closure.
Which should a small team start with?
Start with testing that fits your stack, but pick a place to track findings from day one, even a simple board with owners.
