Should a hotfix skip the vulnerability scan?

A hotfix should not skip the scan. Run a narrower, faster gate before release and finish the full scan right after, with the decision recorded either way.

A hotfix should not skip the vulnerability scan, but it can use a faster path. Run a narrow gate on what changed before release, finish the full scan immediately after, and record who approved the shortcut and why. Skipping silently is the version auditors flag.

Why teams want to skip

A hotfix exists because something is broken now. The full pipeline may take an hour, and the scan is often the slowest, most variable step. The pressure to bypass it is real, so design the fast path in advance instead of improvising at 2 a.m.

NIST SP 800-53 control CM-3 requires organizations to review proposed configuration-controlled changes with explicit consideration for security and privacy impact analyses, document the decisions, and retain records. It also covers unscheduled or unauthorized changes in its guidance. A hotfix is a change like any other, so the record requirement still applies even when the timeline is short.

Two lanes, defined before you need them

StepStandard laneHotfix lane
Scan scopeFull build and dependenciesChanged files and changed dependencies
Gate ruleFull policyBlock on known exploited and critical reachable only
ApproverNormal reviewersOn-call lead plus a second person
Full scanBefore releaseWithin a stated window after release
RecordStandard release recordRelease record plus a hotfix note

The hotfix lane is not a bypass. It is a smaller gate with a tighter rule and a promise to complete the rest.

What the hotfix note should contain

  • What broke and why waiting was not acceptable.
  • Which checks ran before release, and their results.
  • Which checks were deferred, and the deadline for finishing them.
  • Who approved, and when.
  • The result of the deferred scan, added to the same record.

If the deferred scan finds something, treat it as a new finding against a live release and follow your normal remediation clock.

Do not let the lane become the default

Count hotfixes each quarter. If a large share of releases use the fast lane, the standard lane is too slow or too noisy, and that is the problem to fix. Also confirm the approver is not the author of the change. Separation of duties is the cheapest control here.

Quick check

Can a hotfix ship if the scanner is down?

Only with a named manual approval and a recorded reason. Define this rule ahead of time, then finish the scan when the tool returns.

Does an emergency change need less evidence?

It needs the same kinds of evidence, produced faster. Some items can follow the release, as long as the note says which and by when.
