Semiconductor fabs: what an SBOM should cover for tools and firmware

Fab tools mix PCs, controllers and firmware. Ask for software and hardware BOMs, track versions per tool, and use OT guidance for segmentation.

A fab tool is a system of PCs, controllers and embedded firmware from several suppliers. A useful bill of materials per tool lists each software component and each hardware part with firmware versions. Ask tool makers for both, record them per tool, and use OT guidance to segment and control maintenance access.

One caution on scope: industry bodies publish equipment cybersecurity specifications for this sector. We could not read those documents directly for this post, so we do not summarize them. Read them from the publisher before you write requirements.

Why is a fab different?

A fab runs expensive equipment around the clock in controlled conditions. Each tool arrives from a supplier with its own computers and software, often installed by the supplier and serviced by the supplier's engineers. The host company may not know which libraries run inside.

That makes a flaw announcement hard to answer. "Is this library in any of our tools?" is not a lookup unless someone collected the data when the tool was bought.

What should a software BOM include?

NTIA's baseline fields are supplier name, component name, version, other unique identifiers, dependency relationship, author of the SBOM data and timestamp. NTIA names SPDX, CycloneDX and SWID tags as formats that can hold them.

For fab tools, add context beside the file: the tool model, the serial, the software release and the date delivered. A list with no tie to a specific installed tool is hard to use.

What should a hardware BOM include?

CISA's September 2023 HBOM framework includes a table of semiconductor component details and records the firmware version shipped with a part. Its use is to help purchasers evaluate supply chain risk from the parts inside a product, including parts that may be untrusted or hard to source. The framework states it stops short of assessing firmware provenance.

For a fab, that means ask for controller boards, network modules and any embedded components with their firmware versions, and track them against supplier advisories.

How does OT guidance help?

NIST SP 800-82 Revision 3 covers OT topologies, threats and countermeasures with attention to performance, reliability and safety. For tool networks, the practical lessons are segmentation between tool networks and corporate networks, controlled remote access, and tested recovery. Fabs also care about uptime, so patching has to fit maintenance windows.

How should maintenance be handled?

Field service is the common route for new software and laptops to reach a tool. Define what a service engineer may connect, how their equipment is checked before connection, and how changes are logged. Record software changes against the tool's BOM so the record stays true after each visit.

What to do

  1. Create a per-tool register with model, serial, software release and firmware versions.
  2. Ask each supplier for software and hardware BOMs, naming the format and fields you want.
  3. Ask how security advisories are published and what the fix timeline is.
  4. Read the sector's equipment cybersecurity specifications from their publisher and map them into purchase terms.
  5. Segment tool networks from corporate networks.
  6. Control and log supplier remote access and service laptops.
  7. Update the register after every maintenance visit.

Quick check

Is an SBOM enough for a fab tool?

No. A software list misses hardware and firmware. Ask for a hardware list as well, and for advisory and update commitments.

Where do I find sector standards for fab equipment?

From the standards body that publishes them. We have not summarized them here, so read the current text before you set requirements.
