Let other teams contribute to a shared internal library, but keep review and release rights with the owning team. Require code owner approval, run the same scanner gates for everyone, and give sensitive paths extra reviewers. Contribution should widen the pool of ideas, not the pool of publishers.
Why allow it
If only the owner can change the library, every consumer waits in a queue. Contributions from consumers often fix the problem they actually have. The risk is that a fast moving change brings in a dependency, a weakened check or a hidden behaviour change.
Rules for contributors
- Open an issue or short proposal before large changes.
- Keep pull requests small and focused.
- Add tests, including a failing case for any bug fix.
- Do not add dependencies in the same change as behaviour changes.
- State in the description what the change affects for other consumers.
Rules for the owner
| Area | Rule |
|---|---|
| Review | Code owner approval required on every change |
| Sensitive paths | Extra reviewers for authentication, crypto and release files |
| Gates | Same scanner and test gates for owners and outsiders |
| Release | Only the owning team publishes |
| Feedback | Respond within a stated number of days |
GitHub allows code owners to be set so that changes to specified paths request review from the right people, and branch protection can require that review. The last matching pattern wins in the file, so order the rules with care and test with a real pull request.
Protect the release machinery
Workflow files, publish scripts and version files are high value targets. Put them under code owner review with a smaller group, as covered in CODEOWNERS for workflows and release files.
Handling AI assisted changes
If contributors use coding assistants, the review rules do not change. The reviewer checks the dependency additions, the behaviour change and the tests exactly as before.
Recognise contributors
Credit them in release notes. Offer a path from contributor to maintainer for people who contribute steadily, which also helps with the bus factor discussed in one person maintains our shared library.
Safeguard can help with the inventory side: its SBOM and dependency scanning shows which services pull in a given internal library, and you can run a free scan at gold.safeguard.sh/scan.
Quick check
Should contributors get write access?
Fork or branch based pull requests are enough for most. Grant write access to people who become maintainers.
What if a contribution is urgent?
Urgency does not skip review. A small, well explained change can be reviewed quickly by the owner.
