CycloneDX or SPDX: which SBOM format should you choose?

Both formats meet the NTIA minimum elements. Choose by consumer demand, license versus security focus, and tooling, and keep the option to export both.

Choose the format your consumers ask for. If nobody asks, either works, and the safer plan is a tool that exports both. The NTIA minimum elements name SPDX, CycloneDX, and SWID tags as formats that support automation, so neither is a wrong answer.

What each format is

SPDX describes itself as an open standard for communicating software bill of materials information, covering provenance, licensing, and security. It is recognized as ISO/IEC 5962:2021.

CycloneDX describes itself as a modular, extensible framework for supply chain information. Its page lists version 1.7 as current, released 21 October 2025, available in JSON, XML, and Protobuf. It also lists ECMA-424 under its standards.

Both are open. Both can express components, versions, identifiers, and relationships.

Where they lean

SPDX grew from license compliance work, and its overview stresses compliance as well as security. CycloneDX grew from application security, and its page highlights vulnerability management, license compliance, and VEX use cases.

That history gives hints, not rules. Check the specific tooling you will use, because support for a given feature varies tool by tool.

A decision guide

  • A customer contract names a format: use it.
  • A regulator or procurement document names one: use it.
  • Your team mainly wants vulnerability and exploitability data in the same file: look hard at CycloneDX support in your tools.
  • Your legal team wants detailed license data and an ISO standard to cite: look hard at SPDX.
  • You publish SBOMs to unknown consumers: publish both.

Do not build around one format

Formats evolve. Pick a pipeline where the SBOM is generated once into an internal model and exported on demand. Then a format request from a buyer is a flag change, not a project.

Check the output, not the label

A file that says CycloneDX or SPDX on the first line can still be thin. Open one and check that every component has a version and an identifier, and that dependency relationships are present. See how to validate an SBOM before you accept it.

Safeguard's SBOM and dependency scanning can be tried on a repository with the free scan at https://gold.safeguard.sh/scan, and you can inspect the output yourself.

Common mistakes

The first mistake is choosing a format for the whole company in a meeting, before anyone has asked for one. The second is treating the choice as permanent. The third is comparing feature lists on paper and never opening a real file from each format. Generate both from one project, read them side by side, and see which one your own scripts and review tools handle more easily. Ten minutes of reading beats an hour of debate, and it gives you a concrete example to show a buyer who asks what you produce.

Quick check

Is one format more official than the other?

SPDX is ISO/IEC 5962:2021. CycloneDX lists ECMA-424 as a standard. Both have formal standing.

Can I convert between them?

Converters exist, but conversion can lose fields. Generate each format from the source data when you can.
