Can Dependabot pull requests serve as SOC 2 change evidence?

Dependabot pull requests can support SOC 2 change evidence if a human reviews and tests them. Here is what to configure and what to show an auditor.

Yes, bot pull requests can be good change evidence, provided each one is reviewed, tested and merged under the same rules as human changes. The bot gives you a consistent record of what changed and why. Your branch rules and reviewers supply the authorization an auditor looks for.

What the bot gives you

GitHub describes two kinds of Dependabot pull requests. Security updates are automated pull requests that help you update dependencies with known vulnerabilities. Version updates keep dependencies current even without a vulnerability. You enable version updates by checking a dependabot.yml file into the repository.

Each pull request has a title, a diff, release notes pulled from the package, and a timestamp. For an auditor sampling "changes to production code", that is a tidy artifact. It also shows the vulnerability trigger when one exists, which supports your remediation story.

What the bot does not give you

Authorization. A bot opening a pull request is not an approval. The control the auditor tests is usually that a qualified person approved before release. If the bot account can merge its own pull requests with no review, you have a weak spot.

Test evidence. A green check only helps if the checks are meaningful. A repository with no tests will merge a breaking upgrade just as cheerfully.

Configuration that makes the evidence hold up

  1. Protect the default branch and require at least one approving review. GitHub's branch protection settings include requiring pull request reviews and requiring status checks before merging.
  2. Do not let the bot approve itself. Keep review rights with named people.
  3. Group routine updates into a weekly batch so reviewers can read them, rather than forty separate pull requests that get rubber stamped.
  4. Label security pull requests so you can pull a list when asked for vulnerability remediation samples.
  5. Keep the configuration file in git. Its history shows when you turned the control on, which matters for a Type 2 window.

Write the rule down

Add two sentences to your change management policy: dependency updates, including those opened by automation, follow the same review and test requirements as other code changes, and security updates are prioritized by the fix timeline in the vulnerability policy. Then follow it. An auditor would rather see a modest rule applied every time than an ambitious rule applied sometimes.

A sampling walk through

Suppose the auditor picks three Dependabot merges at random. For each, you should be able to open the pull request and show the diff, the reviewer, the passing checks and the merge time, then the deploy that carried it. If one of the three was merged by an admin bypass, expect questions. Either have a documented emergency path or turn bypass off.

Try it yourself

Open the demo and look at how an available fix is surfaced next to the vulnerable component. Think about which fields you would want captured in the pull request record.

Where Safeguard fits

Safeguard's autonomous remediation can open fix pull requests. It is off by default, with every category set to Manual, so a person chooses what is allowed. Those pull requests go through your normal review. Policies and gates can also check dependency changes before merge. Try a free scan at https://gold.safeguard.sh/scan.

Quick check

Does an automated pull request count as an approved change?

Only after a person approves it under your branch rules. The bot creates the change. Your reviewers authorize it.

Should I turn off version updates to reduce noise?

You can keep security updates on and tune version updates with grouping and a slower schedule. Choose settings you can review honestly.
