Can a startup say it is NIST CSF compliant or certified?

NIST does not certify CSF use or run a conformity program. Here is wording that is accurate: aligned, mapped, profiled, and what evidence supports it.

No. NIST states it does not offer certifications or endorsements of CSF related products, implementations or services, and has no plans for a conformity assessment program. A startup can say it uses the CSF as a framework and describe how, but "NIST CSF certified" is not a thing, and "compliant" has nothing to be measured against.

What NIST says

NIST's CSF frequently asked questions state that it does not offer certifications or endorsements of CSF related products, implementations or services, and that there are no plans to develop a conformity assessment program. NIST also says it is not a regulatory agency and that most organizations use the CSF voluntarily.

So any questionnaire line such as "Are you NIST CSF compliant?" is imprecise. Your job is to answer the real question: how do you manage cybersecurity risk, and can you show it?

Words that are accurate

PhraseAccurate?
"NIST CSF certified"No, no certification exists
"NIST CSF compliant"Misleading, there is no conformity test
"We use the NIST CSF as our framework"Yes, if true
"Our controls are mapped to CSF functions"Yes, if you have the mapping
"We maintain a CSF organizational profile"Yes, if you do

Describe the work, not a badge. For example: "We map our security controls to the NIST CSF 2.0 functions, review the mapping every year, and track gaps in a register."

What to have ready to back it up

  1. A one page mapping from your controls to CSF functions and categories.
  2. A current profile showing where you are and where you want to be.
  3. A gap list with owners and target dates.
  4. Evidence that links to each mapped control, such as access reviews or scan results.
  5. A named person who reviews it.

Keep it honest. A mapping that shows gaps and dates reads as more credible than a spotless one.

When a buyer wants more

Some buyers want an independent view. Options include a third party audit against a standard that has one, such as a SOC 2 examination or an ISO 27001 audit, or an independent assessment of your mapping. Which makes sense depends on the buyer. Do not describe a mapping as an audit.

Try it yourself

Click through it at your own pace, or open it full screen. Look for how a single control and its evidence show up under more than one framework.

Safeguard's compliance and evidence automation helps keep a mapping like this current with evidence from connected systems. It supports your preparation and does not certify you. You can start with the free scan.

Quick check

Can an auditor certify us to the NIST CSF?

NIST says it runs no certification and has no plans for a conformity program. An outside firm can review your mapping, but that is an assessment, not a NIST certification.

What should we write in a questionnaire instead?

Say how you use the framework, for example that your controls are mapped to its functions and reviewed yearly, and attach the mapping.
