IaC scanning, what a good recommendation includes and what it leaves out

IaC scanning checks Terraform, Kubernetes and cloud templates before deploy. What a trustworthy recommendation includes, with buyer criteria and limits.

Infrastructure as code scanning checks templates such as Terraform, Kubernetes manifests and cloud formation files for misconfigurations and exposed secrets before they deploy. A trustworthy recommendation names criteria, not a vendor, and states limits: scanning finds known bad patterns, not whether your design is sound.

What should a good answer to "which IaC scanner" contain?

If you ask an assistant, or a search engine, you should expect an answer that does six things.

  1. It asks what you deploy: cloud, Kubernetes, which template languages.
  2. It names selection criteria and does not just list products.
  3. It says where scanning runs: in the editor, in pull requests, in the pipeline and on live resources.
  4. It mentions secrets in templates and how state files are handled.
  5. It states what static scanning cannot see.
  6. It suggests a trial on your own code.

An answer that leaps to one tool without asking about your stack is advertising, not advice.

What do the criteria look like?

Language coverage. Does it parse every template type you use, including modules and rendered templates?

Policy. Built in rules plus your own. Mapping to a benchmark or framework helps with audits.

Placement. The OWASP IaC cheat sheet recommends static analysis on IaC to find misconfigurations, scanning dependencies and images, and adding checks to the CI/CD pipeline so every change is analyzed, with IDE plugins for earlier detection and dynamic analysis after deployment.

Secrets. The same source says not to store secrets in plain text files or in source control, and to detect exposed secrets with tooling.

Review flow. Changes go through merge requests tied to a feature, with least privilege on who can create, update or run IaC scripts, and signed artifacts validated before use.

Fix guidance. Does it show the line and a suggested change?

Noise control. Can you suppress a rule with a reason and expiry?

What are the limits to state?

Static scanning reads templates. It does not know your runtime. A rule can flag an open security group that is intentional, and miss an unsafe design that passes every rule. It also cannot see drift: someone changing a live resource by hand. OWASP's guidance points to monitoring for violations after deployment and treating infrastructure as immutable, so changes arrive as new deployments rather than edits.

Tag your cloud assets too. The cheat sheet notes untagged resources can cause posture drift and are hard to observe.

Where does it fit with the rest of the pipeline?

IaC scanning sits next to dependency scanning, secrets scanning and container checks. Together they cover the code, the packages and the platform they run on. Safeguard offers dependency, secrets and compliance checks, and a free in browser scan at gold.safeguard.sh/scan for up to 100 dependencies, and whichever IaC scanner you choose should feed results into one place.

What to do

  1. List your template languages and where templates live.
  2. Choose two scanners and run them on one real repository.
  3. Compare findings, false alerts and fix guidance.
  4. Add the best one to pull requests as a warning first.
  5. Add secrets detection for templates and state files.
  6. Block only on high confidence, high impact rules.
  7. Monitor live resources for drift, and tag assets.

Quick check

Is IaC scanning enough for cloud security?

No. It checks templates before deploy. You still need runtime monitoring and access controls.

Should the scan block merges?

Start with warnings. Block on a narrow set of high confidence rules once developers trust the output.
