IBM Tivoli Monitoring 6.3.0.7 through 6.3.0.7 Service Pack 20 contains a heap-based buffer overflow, tracked as CVE-2025-3354 and rated High (CVSS 8.1). A remote attacker could crash the server or run code. IBM's fix is Service Pack 21, 6.3.0.7-TIV-ITM-SP0021, and IBM lists no workaround.

What's affected

The record and IBM's security bulletin name one product line: IBM Tivoli Monitoring, versions 6.3.0.7 through 6.3.0.7 Service Pack 20. That range includes the base 6.3.0.7 release and every service pack up to and including SP20.

The fixed level is the 6.3.0.7 IBM Tivoli Monitoring Service Pack 6.3.0.7-TIV-ITM-SP0021 (fix identifier 6.3.0.7-TIV-ITM-SP0021). IBM's bulletin states that there are no workarounds or mitigations, so patching is the only listed remedy.

The same bulletin covers two CVE ids with an identical description and score. The other one is CVE-2025-3320. If you track exposure by CVE id, treat both as closed by the same service pack.

How to check if you're exposed

Tivoli Monitoring is a commercial product, not a library in a package manager, so the check is an inventory exercise on each monitoring server and component host.

  1. List every Tivoli Monitoring component you run: hub monitoring server, remote monitoring servers, portal server and agents.
  2. On each host, read the installed version and service pack level from your normal ITM inventory view or from IBM's installation tooling. Compare it with the range 6.3.0.7 through SP20.
  3. Note which hosts are reachable from networks you do not fully control. The record's vector shows a network attack path with high attack complexity and no privileges or user interaction.
  4. If your estate is mixed, check the IBM bulletin for the exact component listing before you close the ticket. This post only repeats what the bulletin states.

What to do now

  1. Plan the upgrade to 6.3.0.7-TIV-ITM-SP0021 for every affected host. Test it first on a non-production hub if you have one.
  2. Until it is applied, restrict network access to the monitoring components to the hosts that need them.
  3. Keep logging on the affected servers so that unexpected crashes or restarts get noticed. A crash is one of the outcomes the description names.
  4. Record the change against both CVE-2025-3354 and CVE-2025-3320 so audits see them closed together.
  5. Re-check the IBM bulletin for later updates before you finish.

Why it matters

The weakness is CWE-122, a heap-based buffer overflow caused by improper bounds checking. Software copies more data into a heap buffer than the buffer was sized to hold, which corrupts neighbouring memory. Depending on what sits there, the result is a crash or, in the worst case, attacker-controlled code execution. IBM's description names both.

Monitoring servers deserve extra care. They see a lot of hosts, they often hold credentials or have wide network reach, and they tend to be patched less often than the systems they watch. The record does not mark this CVE as exploited in the wild, and it is not in the CISA Known Exploited Vulnerabilities list. That is a statement about today, not a promise.

Quick check

Is this exploited in the wild?

The record's KEV flag is false, so it is not on the CISA Known Exploited Vulnerabilities list, and the IBM bulletin does not claim exploitation. Patch on your normal high-severity timeline, sooner for exposed servers.

Is there a workaround?

IBM's bulletin lists none. The listed remedy is to upgrade to Service Pack 21.
