A generic security champions program will get you better secrets handling and maybe a few more people who know what SQL injection looks like. A supply-chain-focused champions program is something different: it builds a layer of engineers across the org who can triage a dependency CVE, recognize a typosquatting attempt in a PR, and make build-system hardening decisions without waiting for AppSec to weigh in. We built this at a fintech with 450 engineers across 22 product teams, and two years in, about 60% of supply chain findings are being triaged without AppSec involvement, which freed our two-person AppSec team to focus on detection engineering and tooling instead of ticket grinding. What follows is the program design we landed on after two iterations, including the training curriculum, the guild cadence, and the recognition mechanics that kept attrition below 15% per year.
Who makes a good supply chain champion?
A good champion is a mid-level engineer (2-6 years of experience) with genuine curiosity about how systems break, not necessarily a security background. Senior engineers are often too busy; juniors lack the context to push back on team decisions. The ideal profile has shipped features across at least two services, has opinions about dependencies, and has been frustrated by a vulnerability ticket at least once.
We recruit through three channels: direct nomination by engineering managers (roughly 40% of our champions), self-nomination via a quarterly call-for-champions email (30%), and identification through PR patterns (30%) where we spot engineers who consistently ask good dependency questions in reviews. Post-training, champions commit to three recurring touchpoints: the Monthly Champions Guild (90 minutes, first Tuesday of each month), a weekly triage block (2 hours, self-scheduled) to work their team's backlog, and a quarterly threat model refresh with AppSec for their service area.
The guild is the core of the program. Format is 20 minutes of "what's hot this month" from AppSec (new CVEs, compromised packages, policy changes), 30 minutes of a champion-led deep dive on a topic of their choice, 20 minutes of case discussion on a recent incident or near-miss, and 20 minutes of open Q&A and cross-team collaboration. Record every session. Attendance is tracked, and missing more than two guilds in a quarter triggers a check-in with the champion's manager to confirm capacity.
How do you keep champions engaged for multiple years?
Engagement is the hardest problem; champion programs commonly see 40-50% annual attrition. We got to under 15% by combining three things: real budget, real recognition, and real promotion-impacting scope.
Each champion has an annual training budget of $2,000 for courses, books, or certifications of their choice; this line item lives in the security department budget, not the engineering budget, so it survives team re-orgs. Recognition is visible: champions have a Slack handle badge, their names appear on the security page of the internal wiki, and the CISO personally calls them out in the quarterly all-hands. Most importantly, champion work shows up on their performance reviews with a standard template we give their managers, so it counts toward promotion the same way shipping a feature would.
When a champion is promoted out of the program (typically to a senior security engineer role or a staff engineer role with security scope), we celebrate it publicly; it signals to the next cohort that this is a growth path, not a drain.
What outcomes should the program measure?
Measure three outcomes quarterly: percentage of supply chain findings triaged without AppSec involvement, mean time to triage by champion-covered teams vs. non-covered teams, and champion-led improvements shipped per quarter.
At maturity, expect 50-70% of findings triaged by champions, triage MTTR roughly 40% faster in champion-covered teams, and 8-15 champion-led improvements per quarter across the org. Do not measure CVE count reductions directly attributable to champions; the causal chain is too long, and you will invent metrics that flatter the program. Measure leverage instead: how much AppSec time was freed up, and what did AppSec do with it?
What does the program cost and what is the payoff?
For a 450-engineer org with 25 champions at one per 18 developers, direct program cost is roughly $150,000 per year: $60,000 in training budget, $50,000 in stipends and recognition, $20,000 in guild logistics and external speakers, and $20,000 in program management time (0.2 FTE from AppSec). This does not include the champions' own time, which the business absorbs as part of normal engineering cost.
The payoff is the AppSec headcount you do not have to hire. Without the program, scaling to a 450-engineer org at the standard one-per-80 AppSec ratio would require 5-6 AppSec engineers plus supporting staff, fully loaded at roughly $1.2M per year. With the program, we ran at 2 AppSec engineers plus the program, total about $600K. The champions program paid for itself roughly 4x over, and more importantly, the AppSec team stayed small enough to be elite.
