Two Federal Dialects
Selling into federal markets means speaking two dialects at once. The FedRAMP PMO speaks NIST SP 800-53 Rev 5 and the FedRAMP Rev 5 High/Moderate/Low baselines. DoD speaks DISA Security Technical Implementation Guides — STIGs — with specific rules, vulnerability IDs, and CAT I/II/III severity ratings. When a single CSP tries to sell to both audiences, the evidence for one often isn't accepted by the other, and teams end up maintaining parallel hardening programs.
The practical answer is to treat STIGs as implementations of FedRAMP controls, not as a separate framework. Once you do, the hardening work you do for DoD becomes first-class evidence for civilian agency FedRAMP authorization, and vice versa. This post walks through how the mapping works.
The Structural Relationship
FedRAMP is a process and a control baseline. Based on FISMA, it requires CSPs to implement NIST SP 800-53 Rev 5 controls, document them in a System Security Plan, and maintain them through continuous monitoring. The Rev 5 Moderate baseline contains roughly 325 controls; High adds more.
STIGs are hardening standards maintained by DISA. Each STIG covers a specific technology (RHEL 9, Windows Server 2022, Apache Tomcat, Kubernetes, etc.) and breaks down into individual rules with STIG IDs like SV-257777r943029_rule and SRG mappings. Each rule has a CAT rating — CAT I for severe, CAT II for moderate, CAT III for informational.
The bridge between them lives in two 800-53 controls:
- CM-6 (Configuration Settings) — requires the organization to establish configuration settings for information technology products that reflect the most restrictive mode consistent with operational requirements. STIGs are the most restrictive mode for DoD; they are explicit evidence for CM-6.
- CM-7 (Least Functionality) — requires configuration of systems to provide only essential capabilities. STIG rules that disable unneeded services directly satisfy CM-7.
SI-2 (Flaw Remediation) comes in when STIGs identify missing patches; CA-7 (Continuous Monitoring) comes in because STIG compliance has to be maintained, not just achieved once.
The Mapping That Matters
Here is the mapping I build into authorization packages:
CM-6 ↔ STIG rules at CAT I and CAT II. Every applicable STIG rule is a configuration setting. CAT I rules are mandatory for CM-6 evidence; CAT II should be implemented or documented as accepted risk via POA&M. CAT III rules support CM-6 enhancement (CM-6(1)) for automated assessment.
CM-7 ↔ STIG rules that disable services, ports, and features. A STIG rule that requires disabling Telnet is CM-7 evidence.
CM-2 (Baseline Configuration) ↔ the STIG as applied to the CSP's golden image. The STIG-compliant image IS the baseline for CM-2 purposes.
SI-2 (Flaw Remediation) ↔ STIG checks that identify missing patches. A STIG check that flags an unpatched CVE feeds the SI-2 remediation queue.
RA-5 (Vulnerability Monitoring and Scanning) ↔ STIG scanning via SCAP or Evaluate-STIG. The monthly RA-5 scan should include STIG compliance.
CA-7 (Continuous Monitoring) ↔ the cadence of STIG re-evaluation. FedRAMP ConMon expects monthly deliverables; STIG checks should be part of them.
CM-6(1) (Automated Management) ↔ SCAP-based automated STIG assessment. This is where Ansible, Puppet, Chef, or SCC come in.
STIG Applicability Questions
Not every STIG applies to every FedRAMP system. Applicability flows from the technology stack and the customer. A civilian agency FedRAMP ATO doesn't require DoD STIG compliance unless the agency demands it; however, FedRAMP's guidance at Appendix A of the Security Assessment Framework specifies using DISA STIGs or CIS Benchmarks for configuration baselines when available.
In practice:
- If a DISA STIG exists for a technology in your boundary, use it. Auditors will ask.
- If only a CIS Benchmark exists, use it and document the choice. CIS Level 1 is generally acceptable; Level 2 is closer to STIG strictness.
- If neither exists, document a baseline derived from vendor hardening guidance and attest that it represents the most restrictive mode.
The Evidence Artifacts
Authorization packages and ConMon deliverables need specific artifacts that prove the mapping holds.
- SCAP benchmark scans — SCAP content from the DoD Cyber Exchange, run via SCC, OpenSCAP, or commercial scanners. Output: STIG rule pass/fail per host, with rule IDs. This is the strongest CM-6/CM-7 evidence and is SCAP 1.2 or 1.3 conformant.
- Ansible/Puppet/Chef configuration runs — Idempotent configuration management that applies STIG rules on every provisioning. Output: configuration-management logs with rule coverage. This is CM-6(1) automated-management evidence.
- Golden image attestations — A signed hash of the STIG-compliant image used in the boundary. This is CM-2 evidence and, indirectly, SR-11 (Component Authenticity).
- Monthly deviation reports — Findings where STIG rules cannot be met due to operational requirements, with POA&M entries. This satisfies CM-6(c) (document, approve, and monitor deviations).
- Plan of Action and Milestones (POA&M) — Every CAT I finding not remediated and every CAT II finding past its remediation window. Linked to the 3PAO's SAR and to CA-5.
Automation That Actually Works
Hand-running STIG checks doesn't scale. The patterns I see working:
- Immutable infrastructure — STIG-compliant golden images built monthly with STIG content rebased; the image is signed and the running boundary runs only that image. CM-6, CM-2, CM-5, and SR-11 all reduce to image-pipeline integrity.
- Continuous SCAP — weekly or daily SCAP benchmark scans feeding the FedRAMP ConMon deliverable. OpenSCAP plus Evaluate-STIG for RHEL; Microsoft policies plus STIG Viewer for Windows.
- Configuration drift detection — AWS Config, Azure Policy, or custom drift detection triggers on deviation from the STIG baseline.
- Ticket integration — SCAP findings flow into Jira or ServiceNow with rule IDs, CAT ratings, and 800-53 control mappings already attached.
Common Failure Modes
Claiming STIG compliance without SCAP evidence. Auditors want machine-readable rule-level results, not PDFs.
Ignoring SRGs. Security Requirements Guides (SRGs) underlie STIGs; when no STIG exists for your technology, the SRG is your fallback. OS SRG, Application Security and Development SRG, and the Network Device Management SRG cover most gaps.
Applying STIGs at deployment only. STIGs aren't apply-and-forget. CA-7 ConMon requires ongoing checks. Configuration drift is the single biggest cause of ConMon findings in my experience.
Treating CAT II as optional. CAT II findings are not aspirational. POA&M them or remediate them; don't ignore them.
