DevSecOps Automation Maturity in 2024: Where Teams Actually Stand

Industry surveys and real-world data paint a sobering picture of DevSecOps automation maturity. Most organizations are still in the early stages despite years of investment.

Every organization claims to be doing DevSecOps. Few can articulate what that means in practice, and fewer still have the automation maturity to back it up. Industry surveys from 2024 consistently reveal a gap between DevSecOps aspiration and operational reality.

This is not a criticism. DevSecOps transformation is genuinely hard. But understanding where the industry actually stands, rather than where vendor marketing suggests it stands, is essential for setting realistic goals and prioritizing investments.

The Maturity Spectrum

Based on aggregate data from multiple industry reports and direct observation, organizations cluster into roughly four maturity levels:

Level 1: Manual and Reactive (approximately 35% of organizations)

Security testing exists but is disconnected from development workflows. Characteristics:

  • Vulnerability scans are run periodically (quarterly, or before releases) rather than continuously
  • Security findings are communicated through reports and meetings, not integrated into developer tools
  • Remediation is driven by compliance deadlines, not risk
  • SBOM generation is manual or nonexistent
  • No automated policy enforcement in CI/CD pipelines

These organizations have security tools but use them in a traditional security operations model bolted onto a DevOps workflow.

Level 2: Partially Integrated (approximately 40% of organizations)

Security scanning is integrated into CI/CD pipelines but not enforced. Characteristics:

  • SAST, SCA, or container scanning runs in CI/CD pipelines
  • Results appear in developer interfaces (PR comments, IDE plugins)
  • Scans produce findings but rarely block builds or deployments
  • Security team reviews findings in a separate dashboard
  • SBOM generation may be automated but consumption is not
  • Some policy gates exist but are easily bypassed

This is where most organizations land after their initial DevSecOps investment. The tools are in place, but the culture and process changes have not fully taken hold.

Level 3: Enforced and Measured (approximately 20% of organizations)

Security gates are enforced, metrics are tracked, and feedback loops exist. Characteristics:

  • Security scans block builds that violate defined policies
  • Vulnerability SLAs are enforced through automation, not manual tracking
  • Developer remediation time is measured and improving
  • SBOMs are generated automatically and used for vulnerability monitoring
  • Exception processes exist for policy overrides, with documentation and expiration
  • Security metrics are reported alongside engineering velocity metrics

These organizations have moved past tooling and into process. Security is a first-class concern in release decisions.

Level 4: Proactive and Adaptive (less than 5% of organizations)

Security automation adapts to emerging threats and organizational learning. Characteristics:

  • Threat intelligence feeds drive automated policy updates
  • Reachability analysis and runtime context inform vulnerability prioritization
  • Security findings are automatically triaged, with AI-assisted prioritization
  • Developers receive contextual remediation guidance, not just vulnerability reports
  • Continuous compliance monitoring replaces point-in-time audits
  • Security posture improvements are measured and correlated with incident rates

This level represents the leading edge. These organizations treat security automation as a continuously improving system, not a deployed tool.

Where the Gaps Are

Several specific gaps appear consistently across organizations:

The Triage Problem

Most organizations can generate vulnerability findings. Few can triage them effectively at scale. The typical developer-facing SCA scan produces dozens to hundreds of findings per project. Without automated prioritization, developers either ignore the results or waste time on low-risk issues.

The triage gap is the primary reason security scans do not block builds at many organizations. When the false positive rate (or more precisely, the low-relevance-true-positive rate) is high, enforcement creates friction without proportional security benefit.

Reachability analysis, exploit prediction scoring, and business context-aware prioritization are closing this gap, but adoption remains limited.

The Policy Gap

Defining security policies is straightforward. Encoding them as machine-enforceable rules is harder. Translating "we don't ship software with critical vulnerabilities" into specific, automated checks requires decisions about:

  • Which vulnerability databases to reference
  • How to handle vulnerabilities without CVSS scores
  • What grace period to allow for newly disclosed CVEs
  • How to handle disputes about vulnerability applicability
  • Who can approve exceptions, and for how long

Many organizations have informal policies that cannot be automated because they rely on human judgment at too many decision points.

The Feedback Loop Gap

Security tools generate findings. Developers (eventually) fix them. But the loop rarely closes:

  • Are we finding fewer vulnerabilities over time, or just finding the same types repeatedly?
  • Which development teams have the best security posture, and what practices differentiate them?
  • Are our security investments reducing actual risk, or just producing more alerts?

Without metrics that connect security activity to outcomes, DevSecOps remains a cost center rather than a demonstrable risk reduction function.

The Supply Chain Blind Spot

Most DevSecOps implementations focus on first-party code and direct dependencies. The broader supply chain, including build system integrity, dependency provenance, and transitive dependency risk, remains outside automation scope for most organizations.

SLSA framework adoption, build provenance verification, and dependency behavior analysis represent the frontier of supply chain automation, but penetration is still in single digits.

What Moves the Needle

Based on what differentiates Level 3 and Level 4 organizations:

Start with enforcement, not coverage. It is more effective to enforce a narrow set of high-confidence policies than to scan everything without enforcement. Block critical and high-severity vulnerabilities with known exploits. Expand scope as confidence grows.

Integrate into developer workflow, not security dashboard. Findings that appear in a security team's dashboard get addressed on the security team's timeline. Findings that appear in a PR review get addressed in the development cycle.

Measure remediation time, not finding count. The number of vulnerabilities found is a measure of tool coverage. The time from finding to fix is a measure of organizational effectiveness.

Automate the exception process. When a security gate blocks a deployment and an exception is needed, the process for granting, documenting, and time-limiting that exception should be automated. Manual exception processes become bottlenecks that encourage bypassing the system entirely.

Invest in developer security education. Automation catches problems. Education prevents them. Organizations that invest in helping developers understand security, not just comply with security policies, see fewer findings over time.

The Tooling Landscape

The DevSecOps tooling market has matured significantly:

Pipeline orchestration. Tools that coordinate multiple security scans within CI/CD pipelines, normalize results, and enforce policies across tools. This reduces the integration burden on development teams.

Developer-first security. Tools designed for developer consumption rather than security analyst consumption, with IDE integration, contextual remediation guidance, and one-click fix capabilities.

SBOM-powered continuous monitoring. Platforms that maintain real-time component inventories and continuously monitor for new vulnerabilities, rather than relying on point-in-time scans.

Policy as code. Frameworks for defining security policies in version-controlled, machine-readable formats that can be applied consistently across pipelines and environments.
